Are CHL Holders More Or Less Likely To Commit A Crime?

The right of the people to keep and bear arms is clearly laid out line the U.S. Constitution, but in Texas it wasn't until the 1990s that the state gave the okay for concealed handgun licenses.

"Right now I have two firearms on me," said Central Texas Gun Works owner Michael Cargill. "The law allows me to carry my firearms on me concealed when I walk outside my business and I go to the grocery store or I go to the restaurant."

According to the Texas Department of Public Safety, as of 2012 there were nearly 600,000 active CHL holders in the state.

When Suzanna Hupp's parents were gunned down, her firearm will still outside in the parking lot, not allowed in.

"I ought to be able to carry a concealed, I ought to be able to carry it taped to my forehead, I ought to be able to carry it any way I want and as many as I want," said Hupp.

The Department of Public Safety keeps track of all convictions in Texas. A breakdown of the figures shows only a small number of CHL holders have been convicted of a crime.

Despite the numbers, some people are not comfortable with the thought of people walking around, armed.

CHL holders say this is about protection.

"This is not about me being a one man security team trying to clear an entire building," said Cargill. "This is about my personal protection and the protection of my family."

According to DPS, nearly 150,000 CHLs were issued in 2012.
