Texas House To Vote Again On Highway Funding

The Texas House hopes it has the votes today to approve a plan to fund maintenance and improvements to the Texas highway system.  Ideally the Texas House would like to get the 100 votes it needs to approve a plan to dedicate a portion of the state's oil and gas tax to highway construction instead of into the state's rainy day fund.  That resolution has already passed the Texas Senate.

Meanwhile some lawmakers are working on a Plan B-- a short term fix that would provide an immediate $630 million infusion.  But transportation advocates don't like that approach.  Gary Bushell with Transportation Advocates of Texas says, “There's no question that it takes awhile after you know you're going to get the money to get a project planned and environmental done and construction begun. But until you know you're going to have the money you can't start that process."

Plan B is politically more attractive since it only needs a simple majority to pass and doesn't require voters to approve a change to constitution.  We should see later today which way the Texas House decides to go.
