Pamphlet Ordinance Not Enforced During SXSW

During South-by-Southwest in Austin one way small bands get noticed is by hanging up flyers and posting pamphlets.

While promoting his band Paul Osbon ran into a problem with the Austin Police Department. Osbon was ticketed for "pamphleteering" and violating Austin's Pamphlet Ordinance.

"The theme of South-by-Southwest has always been discovery and launching these new and upcoming bands," Osbon said. "Another officer luckily came up behind him and  said 'hand me those tickets' and destroyed them, and said this is a warning and y'all go, which I thought was kinda weird."

He was confused, and said he we he looking for answers from APD. He said each police officer he asked gave him a different story.

APD was quick to diffuse the issue Saturday. They called a meeting to discuss the code and decided to no longer enforce the ordinance during the festival.

"South-by-Southwest keeps growing and the congestion that comes with it," Raul Munguia with APD said.

APD said they will review the city ordinance once the festival is over.
